    Yes you can change their skin color but only in the summer or spring, if you stay out on a sunny day, you'll notice that you'll get tanned. But since it's winter, it's going to stay like that.

    You can, but you won't like it. (Nintendo fixed this in later games.) You can tan a bit a day by spending time on an Island (without a hat). After about a week the tan is quite dark.

    To some degree you can. The eyes he has changes with the replies you offered Rover on the train. (Nintendo tried to be clever.) Shirt, pants, & hat you can change immediately with the Ables' shop. Shoes you can buy in a week. Your skin you can tan upon getting to the Island in four days. After a couple weeks, Harriet will offer haircuts & color, then colored contacts a week later. Takes work.
