Am I underleveled?

I just unlocked the connection orb and I've done 3 things on it. My Pokemon's level is only 16 and my partner is on 15 or 16. Am I underleveled

    When I was in a dungeon later in the story, I was told thay I was definitely underleveled (I think I was level 21 at the time)
