    you use a hoe to till the soil but you have to put it at a maximum of 4 blocks away from water and then you press ZL with seeds in your hand to plant it in the soil.

    Well, that or you find a flower forest and pick some flowers... If that's the kind of garden you're talking about. Flowers don't need water, but you do have to place them on dirt. Does that answer your question?

    although half of the time i have done it 4 blocks doesn't work,but 3 always has worked rain can also do the job that a water source does when it comes to farming in minecraft or real life
