Y SO HARD!

Can some please tell me a recommend level for poliwrath river? I can't stop losing! I did get to the bosses but was unprepared and I HATE razor wind...

I kept on stacking up on Reviver seeds and I beat the dungeon in no time. I also scan entire dungeons to defeat enemies and level up!
