I am at level 16 but did not evolve, can you evolve when you win the game?

Yes, I believe so. In every single game(except for the "Explorers" series, you need to complete the entire post-story and complete the Marine Resort dungeon), after you complete the main story, you can evolve after certain levels, given that you don't need an item to evolve(examples: Riolu and Pikachu).

Evolution for the 2 main characters (aka you and your partner) is available once you beat the main story. For others, you just need to unlock the area that is needed for evolution. Mega evolution on the otherhand you need to find the mega stone within a dungeon and it lasts until you leave the dungeon.
