    Its an enemy from one of the Marvel playsets. If you outrun it, the enemy disappears. Hope this helps!

    It is Syndrome's Hero Destroyer. It isn't from a Marvel playset. You encounter in more detail in the Toybox Takeover disc. It usually disappears when you destroy the nearby enemies, or outrun it.
