    ...there are literally rupies everywhere on Windfall. They even have a bunch of pots around the town hidden in bushes that are full of rupies. You can get rupies from Tingle's jail cell. You can get rupies from Ms. Marie. You can get a purple rupee if you get to The pictographer's secret room via the windmill. How in the world are you having money problems on Windfall, of all places?
