This is Russell the Firefighter(originally Dolly the Dalmation). He didn't last long due to an overall unpopularity with the kids, and speculation that the 87 on his hat stood for the infamous "Bite of 87". He was first created at the same time the other characters were, but he was later scrapped. Therefore there is no Toy version.
