Its because, if you are under the age of 13, you aren't allowed to use YouTube. ( But thats just Wii U ) But, you can use Internet Browzer and use the Youtube site! ^-^

Also, if its blocked by Parental Controls, (in case its on) you just need the pin then click one that says internet browzer
