do I need a the dlc? If I own ryu amiibo

just bought the ryu amiibo hoping I don't have to buy the dlc to play as ryu.

No, you don't. I had a Mewtwo Amiibo for the longest time and was able to use it without buying the DLC.

wait do u mean being able to use hour amiibo to play as ryu? if so then no. but you can fight against your amiibo

To play as Ryu you need the DLC. Ryu is worth getting. (In fact all the newcomers are)
