It's based upon aging in japanese anime. You see eight to fifteen year olds who are taller than most adults but everyone acknowledges the fact that they are kids.

By the creator of the Legend Of Zelda series back when the original was being created. Since its main HQ is in Japan, most everything in the Zelda series is based upon Japanese anime and mythology. Hence the Skulltulas, the Bokoblins, the Deku Babas, Link's various steeds, unique lupine form, and variety of bosses. Yes, Hyrule may be based on medieval times, but the creatures are all mythological.
