    Cinnabar Island. You have to Surf there, either from Pallet Town or Fuchsia City. If you go by Fuchsia you'll also have to go through Seafoam Islands

    You find Surf in the Safari Zone. It's in a house in the farthest area from the entrance. You'll also need Koga's badge in order to use it outside of battle.
