Is This Game Like PAA?

I was wondering if this game is basically the same thing as Pokemon Art Academy? So far it looks the same based off people's posts, but I don't know if it has extra tools or features that PAA doesn't have?

    Its suppose to have a few new features, like a sparkle effect that you add to your drawings and also more layers.

    Huh. Seems pretty good then. Another layer sounds good and be able to opt out of the stamp in the corner is nice. Thx guys
