Chrono Trigger's "bad future" section had a really powerful emotional impact on me as a player. I mean, the people in the future have had nothing to eat for 300 years, and though they have machines to revitalize them at a moment's notice they don't cure hunger. Honestly, it's quite amazing that they haven't just given in and succumbed to their hunger by the time that Crono gets there.

In addition to that, the subplot about the plant seed shows that they're willing to put their faith in any solution to their problem, even while knowing full-well that it won't work because there's no fertile soil by that time and even if there was the winds would probably make it too harsh to grow plants. The BGM just adds to the desolate atmosphere even further.
