    A Link Between Worlds came out almost exactly 15 years apart from Ocarina of Time in America. Ocarina of Time came out November 23, 1998. Link Between Worlds came out November 22, 2013.

    They probably didn't make a huge public deal since they recently had a lot of Zelda Celebration with the 25th Anniversary of the series. They really pushed Zelda the past 2-3 years.

    Zelda's 30th anniversary. Twilight released on the 20th and Skyward Sword on the 25th. It's unlikely they would release a 3D Zelda every 5 years.
