    The game was designed in Japan for Japan with ONLY the Japanese MH community in mind. The 3DS version is also the ORIGINAL version of the game, the Wii U version is a port.

    You have to realize that the 3DS ver. was not only the original, but the game was also a "one-of-those" games where it was thought to stay in Japan only where local multiplayer isn't a problem.

    Then try facing an Azure Rathalos, usually rare items from a normal monster can be found slightly better from subs, that includes plates and rubies. Also capping them alive also increases the chances.
