Reason why I believe Pacman will get in is because Why would Sakurai not jump at the opportunity to have 4 big gaming icons like Mario, Megaman, Sonic, and Pacman in his game at the the same time?

Villager uses items from AC, G&W uses moves that represent his games, and Ice Climbers just use ice, their hammers and well...uh the power of teamwork.

Sam those were all thought up from scratch though, Ice Climbers never shot ice in their game. He can easily do the same for Pacman.

Side Rev Roll see Pacman World to know what it is. Down can be his Butt Bounce thats is also from Pacman World. He can have fruit be involved in his moveset too.

Pacman has so many games to pull movesets from. He could use moves from pac-in-time, pacman world series, even the original arcade game!
