    Badges are to encourage you to play all (educational) aspects of Animal Crossing evenly. You can tell much of one by glancing at the back of the TPC. I'm guessing that AC designers played AC as designed, & then built badges so the bronzes quickly cover the page, then silver replaced them, then gold. Specialists have a couple gold, many empty. Practice a bit of everything to get the most badges.
