    I get it often, I think it might have something to do with the person/people it tries to connect you with. If you try a lot in a row and it still doesn't work, it could be an issue with your internet or possibly the SSB servers.

    To respond to both of your questions, yep, a dell is a PC, and SSB does work online for me sometimes. If anything, the servers are probably overloaded often since the game just came out, which could probably have different results on different connections.
