Question

i have a lv.21 evee if i want it to evolve into a sylveon do i use a moon stone or a dawn stone or is my evee just at a too low level for a evolution stone to even work?

Stones don't work with levels. Your eevee needs like you and level up

u have to have a fairy type move on your eevee and battle it in the morning without killing it

Neither. Play with it in the Pokemon-amie. Get it to where it gives you a lot of hearts. And then level it up. BOOM, Sylveon.

To evolve it into sylveon, you need to play with it until it has at least 2 hearts of affection. Then make sure it knows a fairy-type move, like charm or baby-doll eyes, then level it up. The level doesn't matter.

First play with it in Pokemon Amie(at least 2 hearts), second teach it a fairy type move, third level it up :)

It's not a TM. Eevee learns babydoll eyes at level 9 and charm at level 29. You can go to the move relearner in dendemille to teach it babydoll eyes.
