    No need to use it. You can just attach as many water energies as you want to water-typed pokémon

    Not sure what's your issue. I can do it just fine, just make sure you're trying to attach the energies into water-typed pokémon.

    Select PokePower in the menu when it's your turn, and select Blastoise, then select the option to use its PokePower. I haven't gotten hold of a Blastoise card yet so I'm not certain what's supposed to happen next, but if it's like other PokePowers it should enter a mode where you can start attaching Water energies.

    That's for active powers, since Blastoise's is a passive one, you don't need to do anything, just attach water energies to water pokémon and you're set :)

    you have to have them already in ur hand. so far ive only attached water energies to blastoise, multiple ones in one turn

    Its Pokepower also doesnt work if Blastoise has a status condition
