you trade with mr.ishihara in the top left house. though you have to talk to someone who will say there's a rumor that he is trading cards. there are three cards that he can trade. two surfing pikachus, and one flying pikachu.

also there are three people who say theses rumors, and once you talk to one, you have to do the trade for that one before you can do one of the other two trades. so for me right now, i am stuck on the second trade and don't have the card for the trade. i do however have a card for another trade, but can't do it until i do the current trade. so becareful of that.
