    it's called a "cheep cheep" (?) and it's the most common fish in the mario bros. series. (note: it can also jump high from the water)

    to get to that level find the secret exit in Tilted Tunnel and it will unlock Blooper's Secret Lair complete it to open a shortcut all the way to Soda Jungle
