Just remember he said they are NEARING the end of the new characters, this mans this could be the last character revealed unil the games release. He also said NEW CHALENGER, which means not a veteran. This will be a great opportunity to show off certain veterans as well though.

    Veterans include characters from any past game... that means Mewtwo and Roy as well.
