    But they do. There are 69 pokemon in X and Y that aren't seen in any other version. Every gym leader has at least one of these monsters, have you been paying attention?

    Well, they tried makin it so u could only see new monsters pre-elite 4 back in Black and White. A lot of people didn't like that, so they dropped the concept for Black 2 and White 2, and then X and Y.
