You need to go inside Jabu-Jabu, the oversized fish. Drop a fish in front of him, and he will suck you up. He's behind King Zora.

Play the diving game in Zora's Domain to receive the Silver Scale. Then dive through an underwater passage to Lake Hylia and find a bottle underwater. Show it to King Zora to get past him.

Go to Zoras Domain, and go through the hole under water. You may need the silver scale, located at the top of The Domain, where you have to play the diving game.
