    When you collect "all of zee blitties" Broque Monsomething literally gives you Broggy. It's not hard to assume that Bowser keeps him.

    I guess this game's storyline connects to a theoretical Bowser's Inside Story in which Broque Monsieur didn't give Broggy away (Bowser didn't collect all those cute but optional blitties in that case)
