    Mew does not breed. whoever said that lied. The only Legendaries that breed are Manaphy and Phione, and they both produce Phione.

    It has programmed-in step counts in case someone hacks in a Legendary egg. There's also a ???-type Arceus that can't be accessed without hacks.

    That's if a mew egg is obtained through hacking. Yes, Mew eggs have a set amount of steps, but you can't naturally obtain one.
