    The easiest way is from low rank urgaan.(or mine in volcano if you can't take on ura yet). just mine urgaans stomach when he's knocked over. the capture quest has em as rewards.

    Did some research and you can't mine it from anywhere :S just do the village capture quest for uragaan and mine his back/stomach each time he falls over. Pick up shiny drops too.

    it's a semi rare drop (about 10%). Just wound/carve tail, cap or hunt it, and pick up shinys. High rank has better chances while you CAN get it in low rank, just rarer.(steel urgaan works too)
