    Go to the school at windfall and talk to the teacher, she will tell you to go teach the kids outside manners and after you must have 21 joy pendants. you have to talk to the teacher multiple times, and then it will work. she gives you the deed to the island, and boom your done. Much better explanation than the comment above me.
