Get the Fire Arrows and after that go to the lighthouse of Windfall at night (you have to activate the Windmill first) Shoot an arrow into the rotating illumination device and the light should come back on, and the chest should fully appear. Also talk to the guy in the yellow hat that waits by the Ferris Wheel. He'll give you a Piece of Heart after you're done.

i see i see, thank you. and remind me again on how to get the windmill spinning? i stood next to the farris wheel and pointed the wind in all four directions.

If you look from the stall from where you bought the sail to the building with the Windmill, you should see a ladder. Climb the ladder until you find yourself a switch. Make sure the wind is blowing north, and then step on the switch.
