    you can race him right away if you have enough rupees what you need to do is talk to him to let you ride after time runs out he kicks you out then talk to him again to ride one more time then before time runs out while on the horse (can be epona if you have her song) he will challenge you to a race with a wager of i think 50 rupees then if you win you race him a second time this time the win gets

    you the horse you are on so if you want epona you need to make sure you have her song and play it as soon as you get to ride before you get on a horse and if you jump the fences just right you can get the fee to ride back
