I read on Super Mario Wiki that the Japanese website for this game reveals that 9-Volt's mom is an avid gamer, just like 9-Volt and 18-Volt themselves. The mom's name wasn't revealed until WarioWare: Twisted!, which her name is 5-Volt. That explains why she beat 9-Volt's game score in the intro of Gamer from Game & Wario!

The reason why 9-Volt has all the classic Nintendo consoles and games was because his mom played them when she was his age, but when she became an adult, 5-Volt gave the video games to 9-Volt. But as a mom, 5-Volt still makes sure that 9-Volt goes to bed on time and does well in school, as shown in WarioWare: Twisted! and Game & Wario.
