    Its a rafflesia it pops up when you have a bunch of weeds you get rid of it by hitting with a shovel every day and taking away all the weeds.

    It's a Rafflesia. It shows up when your town hits the lowest rating. You have to pull up all the weeds, and maybe items on the ground as well. Talk to Isabelle about your Town Rating and see if you can make your town any cleaner: http://animalcrossing.wikia.com/wiki/Rafflesia

    You seem to be having trouble with a sprouting Vileplume. Please proceed to lower its HP and throw a Pokeball at it. That should do the trick.
