    ↑ What he said. The level 1 elemental jewel requires alatreon scute, as well as adamant orb. The earliest you'll get an adamant orb is HR6+ in tanzia port. High rank ala can be accessed if you do EVERY moga village quest and/or get to HR5 in tanzia and fight ala via Where Gods Fear To Tread dlc. As for the level 3 jewel, you'll need high rank ala talons, adamant orb, and g rank i. lagi d-shocker.
