    He connects both 3DS's in a online match, then he puts down one of them and picks up his main DS and sinks all the enemy COM and supply ships before he sinks the sub he deployed with his other 3DS. Also, he may equip a Mechanic on a sub on his other 3DS and surface it next to a supply ship, then he takes his main 3DS and uses a short range sub to keep hitting the "enemy" sub as it recovers HP.

    I've never done it myself, but that seems to be the only logical explaination for it --- unless he's somehow directly modding the game itself.
