    Go see Lezno (the pictobox guy) on Windfall island. He will send you on a quest to take a photo of Garrickson, the guy with red overalls. Then Lezno will tell you to take a picture the guy in the milk bar that gets scared easily while he's scared. Then you need to take a picture of the guy who walks around the town & the pot lady's sister when they make eye contact.

    It's really confusing, but basically, you need to go see Lezno and show him some pictures. Also, an online guide could definately explain it better than I could.
