    You can't, unless you're part of the Ambassador Program. From what I understand, the Program is only available to those who got 1st Edition Systems when the system was first released in the US. And, no, I don't have the Ambassador Program on my 3DS. However, the GBA Games available through the program are limited and easily accessible from the Wii U.
