It's just a roll of the dice I'm afraid but the more of something you have the chance for top gear increases if you have max gell ect you remove the chance for them to be givinen if you max your characters they wont get given (except the standard exp standard character) if you max a wepon rairity it won't get it and you get the idea the more you have the greater the chance of better stuff...
