    you can get it from that guy wearing a coat also make sure you got lots of rupees so u can go get stuff from the aution place its very important to get all the items

    You have to talk to the guy in the big blue coat, he'll tell you about his brother, which you now have to go and save. Once you have saved him, he'll offer you to buy "it", which is the sail.
