Question

HELP! I went back to Windfall Island and saw the cutscene with the pirates stealing the bombs and Tetra winked at me. I have spent a long time going around the island looking for her but couldn't find her. Where is she? HELP!

    you are not supposed to find her, you have to use the password you learned about in the cutscene, and use it to get in the pirate ship and then you have to find Niko and complete the challenge he gives you to progress. (the password is always random so I do not know what it might be for you)
