I can't remember for sure, but I think it was 1 square right and 1 square down and you need to shoot and beat the guy in the hurricanes first so you can get in the mountain using the hurricanes.

you have to ballad of gales into the mother and child isles which are one block southeast of forsaken fortress, then use the ice arrows and get into fire mountain (one block south of dragon roost) and the power bracelets let you lift all the big head/rock/boulder things.

Yeah, I had the game since launch, so my memory isn't that good. I found the game hard at first, but once you get used to which tools to use for what it becomes more about enjoying the story and beautiful graphics.
