I actually did it. I didn't even think it was possible in TAS, much less RTA, but I got a 30 IGT in the first Captain Toad level. This was accomplished by playing so good that you save a cycle of the moving platform. This is helpful because when you jump off the top and onto the 4th (2nd) Green Star, you can ride the platform and get a speed boost and fall off the left side onto the last star.
