Only a few characters have been reused usually due to special occasions. Ridley, Admins, Pokémon Trainers, Link, and Pacman have been reused off memory but that constitutes less than 15% of total battles possibly less. Reusing characters is fairly unlikely. Not impossible though. All those examples had events inspire the need for a rematch except for Pokémon Trainer. It's a very slim chance...

It really depends on how well I know the characters and how much dirt there is on them. For example it was easy to come up with things against Mario, but I had to be more creative with say... The Deku Tree. Some take thirty minutes some I work on a little bit over a few days.
