After going to the Forsaken Fortress for the second time, defeat Cyclos using the Hereos's Bow. He'll teach you the Ballad of Gales, and you can use that to get inside the Mother Island of Mother and Child Isles to get the Fire and Ice Arrows and use the Ice Arrows to get inside Fire Mountain and to get the Power Bracelets to lift the stone head.
