How do you beat him? I hit his blue tail the home attacked his back, but it always stops me before getting close.

Attack the tail repeatedly until a ramp goes down from the tail. Use the ramp to hop onto the snake, and homing attack your way across one segment at a time. Don't go too fast, or you might miss.
