    My take is that the E4 governs equal portions of a region, with the champion making all big decisions. Each E4 looks over two gym leaders, while GL's look after their city as senators.

    Although there are many shops, businesses and corporations, the regions main source of income is PKMN battling. Trainers have free health care also. And the PKMN League is like the Super Bowl.
