    you have to have a perfect town status. check with isabelle everytime and ask about the town status thing and she'll tell you some villagers comments. You'll know when you reach perfect town.

    You need to get a perfect town rating for them to appear in the public works list. A perfect town only needs to meet a certain number of things in the town; flowers, trees, and projects with fewweeds
