    Pay Day is completely useless competitively. It is weak, limited, and has a useless side effect when battling outside of the game. I'm only assuming you were serious.

    Moonblast is the strongest special Fairy-Type move available, outclassing Dazzling Gleam on everything that gets it. Sadly, it is not as widespread as Dazzling Gleam and sees less usage.

    Still, Pokemon like Gardevoir and Sylveon appreciate the power, amongst other things. Moonblast is one of the better moves out there.

    True. If your gardevoir is able to calm mind twice your moonblast has unbelievable power, and with the added bonus they will be left on knees

    With Fire Blast being the most reliable Fire-Type attack that is available as a TM, only outclassed by Overheat in power, it sees a lot of competitive use.

    It competes a lot with the reliable Flamethrower, but Offensive Pokemon prefer the power of Fire Blast while Defensive Pokemon prefer Flamethrower's reliability.
