    By finding them in the wild or using the Masuda Method of putting a pokemon from a foreign country in the day care with a pokemon from your country, then hatch the eggs until you get a shiny.

    Randomly encounter one. Breed with a pokemon from another region and get lucky. Chain fishing or radar chaining. Get lucky in friend safari.
